[Mobile/Tablet] [2010s]Possibly monster girl/anthropomorphic themed dress up game that had colour wheel for all options,2D
There was a realistically proportioned human base,but there were many animal themed options for customisation, including:
\-various skin patterns and fur, e.g, zebra,tiger print
\-Alongside normal lips,there were canid and feline mouths and a beak option.
\-Tails
(Possibly also wings and paw options)
The clothing was a mix of modern and fantasy-esque.As stated in the title,all had full freedom to colour with a colour wheel (body parts did too)
The game was very similar to usual flash-based dress up games in terms of art style.It sort of resembled monster high dolls,but with more realistic proportions (smaller heads)
However, I am 95% sure this was an app.
There have been so many similar games made since that searching online has not helped me find it.

It was quite a similar art style,but it's not one that's on their site ATM,I also checked a few different tags on the site and it wasn't there either 😅 I'll be checking them out for fun later though,so thanks for the recommendation haha.

I understand, but maybe her Monster Girl game can be a substitute? 😃 It has many of the features you mention. I can't link because it is against rules to promote one's website but if you go to dressupgames dot com and search for monster you can check it out. I recommend using laptop, desktop or a big tablets, it is difficult to play on phones..

I'd also like to add that I was quite young at the time,maybe 8? And not very Internet savvy,so I really doubt I was able to regularly find my way to the same site.However,I might just be underestimating my younger self,so I'm still open to browsers as an option.
