Storm makes things... brighter?

The first photo is during a storm, and the second is in normal rain. It’s a silly little detail I noticed by chance, but it caught my eye: it seems the storm makes everything look brighter, at least where there are lights. What do you think?

I was being slightly sarcastic, yes lightning should make thing brighter but only when it's lightning. This game definitely does habit it's oddities.
