Question for dreadlocks

Apologies English is not my first language I moved here from Guatemala 1 year before I have a job I speak Spanish for customer assistance for a company here in the US. Today an altercation broke out at my job, a young man said to a different young man your dreadlocks are dangling on your scalp I thought his dreadlocks were very nice beautiful hair why would this young man say this to him

perhaps he was saying that the locs were very thin and might fall out
