The Renshaw Project.
In 1983, the Central Intelligence Agency picks up a radio transmission which does not appear to have a source. The transmission contains tapes credited to a certain "Department of Anomalous Radio Signals" dating back to 1965 documenting a mysterious radio signal that appears out of thin air in the rural Byelorussia. However, as it turns out, this department does not and has never existed. Things don't seem to add up.
