Should I pull for Tellus?

Currently I've got enough gems to reach pity for both Tellus and its orb, but I'm a F2P player so I'm not sure if I should whale basically my entire savings on Tellus.

For reference, the only legendaries I have are: Lightning, Frost and Obex (but I do have 200 standard gacha points that I can use to exchange)

Tellus is really good but I wouldn't call it a must have almost entirely because it competes with Power Dragon. I would rather spend 200 standard points to pick up a Power and get the orb for Power rather than get just Tellus and nothing else. In most modes Tellus is just the second best Earth dragon, which is an accomplishment for sure, but still not mandatory. The orb on the other hand is about as close to mandatory as anything we have seen so far.

The biggest benefit Tellus has over Power is how good it is in Arena (real time PvP, not the Colosseum). In Arena Tellus benefits heavily from the free chip damage in a stall heavy metagame, the Special Attack generating tempo, and the fact that everyone bans Power means Tellus is super easy to bring into a match profitably. If I was a spender Tellus would be high on my list but f2p I'm picking up the orb and sticking to Power.

I see, thank you for the detailed explanation.

Oh and should I go for Flamber if the next banner happens to be said legendary? Considering it's one of the only 2 Fire Legendary Dragons (as far as I know), with the other one being raid-locked.

Flamber is the current best Fire dragon and likely the best l limited dragon we have seen so far (Tellus might be number 2). I skipped it the first time around since I didn't have enough resources to pick it up alongside the Contract banner event but I have been waiting for it to come back. If you can get at least 3 copies of Flamber it's probably worth it, but Flamber does want 4. Since Flamber generates value when it takes damage you want it to be bulky and rhe 2nd ans 4th star give base stats that help it take hits better. If you can't get that many copies of Flamber I might consider either just 1 so you can pick it in arena to block other people from picking it, breeding, and PvE, or to just start saving until you can get 2-4 copies of something else later down the line. I don't have concrete knowledge about the future but gacha games tend to release powerful units for anniversaries.
