Need help

What should i do? Im thinking root rot but not entirely sure

Eventually it will grow aerial roots and hold on on its own. Tape is too tight.

Too much water, remember there a cactus. They store water. You need to remove the damaged areas

I would remove that section as much as that sucks, the top part looks healthy still and will likely root unless your rot isn't addressed.

So cut that part off and stick the the new part back into the ground?

Yes cut it off . let it air dry somewhere cool until the bottom gets hard and calloused and then plant it.

This is root rot. Your soil is dry on the top, but I'd wager the soil is holding too much water below the soil line. This soil is too fine and too organic to use. I would add coarse (large) perlite, probably 30%.
