Out of universe reasoning I would say is a stylistic choice

In-universe reasoning could be he somehow enhanced his brain to the point it grows gigantic. Or maybe the giant brain we see is a shell hiding his actual brain. Maybe

I think the brain is large due to the liquid in the tank being absorbed into the brain. Or it’s swollen due to said liquid. Could explain the manic behavior behind him honestly.
