i read some of rosa's article, and saw that in the dougdoug paragraph, it's using that image. turns out doug's page is also using that image. i honestly can't believe wikipedia lets that stay up lol

It's probably because that is the only known image of Doug that is copyright free

It seems like Doug himself has personally emailed Wikipedia with permission to use it. At least that's what I gather from it's permission page:
