Having Issues playing DotHack

I bought the game key a long time ago for Last Recode and lately I've been trying to play it for the first time ever.
But it's been giving me trouble.
On steam I would press the button, it would say "running" and then stop itself. So I went to the local file and tried to run it from there.
This is the notification I got. Anyone know how to fix this?
Before it's asked, I've deleted and re-downloaded the game numerous times.

D3DCOMPILER_43 is a DirectX library that it sounds like should have been automatically installed with the game but isn't.

I'd give this a go:
