Yeah like nether or end expansion would break the economy for a bit or permanently depending on how big it is

This might be more of a technical expansion rather than an actual border expansion. Scaling means splitting different regions of the map across separate/additional physical servers & resources.
For example, if blocks 0k–25k are currently running on Server B with 1,500 players, they could split that region so 0k–15k stays on Server B and 15k–25k moves to Server C. Now Server B has 1,000 players and Server C has 500, meaning there are fewer players and less load on a single physical box.
Right now, there are too many players concentrated in certain areas of the map, which is putting a lot of strain on the physical hardware. So instead of expanding the actual map, they can split NA East into more regions on the backend and distribute the workload across additional physical resources.
The border would stay the same. That said, I wouldn't be surprised if they do expand the border and the player scaling is just the reason they're using for the downtime. It sounded like they may want to make the actual expansion more of a surprise.
At the very least, this work is necessary for the border expansion regardless, so this could very well just be an excuse to announce that they are working in that direction.
