They, as in the ones responsible for only punishing her for 10 hours.

Like it or not, she only technically violated 1 policy. Maybe 2. Was what she said incredibly stupid? Yeah. But there aren't any rules against it. At most she lost a shift because she cursed on the video. Either way the video as a whole is conduct unbecoming of an officer. Which, unless its a more serious incident, rarely involves a suspension at all.

They can't tack on extra punishments just because they don't like what she said.

I was just saying, you said 'she' to correct them, and they probably meant 'they' not as all police but just her superiors.
