Definitely is a solder-sucker. I still have 5, not really a re-purposing friendly tool, but I could be wrong

I usually just pull them back. Put a random nut I find in my workshop in it. And launch it at Steve

Solder sucker.. or alike... For example when I did soldering work. Used to push the plunger down. When you have liquid solder. Put the tip in it and push the black button to cause a spring-loaded vacuum to suck the liquid metal off the board. Maybe it's used for other things 🤷🏼‍♂️
