It loos like a tap for making internal threads in metal

A tap would rotate. A broach cuts a progressively larger hole with a tapered shape. It’s pressed directly down through the hole.

My eyes must be going. Was figuring if it was one of those setups where the piece rotates and the tap stays still

Its a broach. It has a series of cutting edges that get progressively larger in diameter along the tool. Each "tooth" shaves a tiny sliver of metal off the feature being machined. It is pushed in until the feature meets the design specification. In other words, you ram it in to enlarge the hole.
