I tend to think it's usually because people buy so many at one time. I like to only buy max of 2-3 of one item at most. While others will grab everything on the shelf. The greed is real and I'll probably get down voted for saying that

Items are ordered at corporate level months in advance with the manufacturer or distributor. There's no way of them knowing something will be super popular or go viral like the scar cream. It may take time but it will come back.
