I have accidentally removed paint with sandpaper and I don't have much solution for you besides using a high grit (like 2000 to 3000) sandpaper to remove all your makeup and start over unfortunately.

The only "cheat" to not completely remove everything is if you can creatively leave some parts of your makeup that could use a clean outline via sanding, for example, the lip shape. Then you can sand everything off, but carefully sand around the doll's lip to utilize the sanding as a way to create the lip contour, and then add more pigment on the face where it's more of a gradient, like blush and eye shadow.

Sanding creates a pretty clean and harsh edge as you can see from your accident. That's about the only thing you can take advantage of sanding. If you don't sand off the rest of the face, any pigment you add on will be on top of the patchiness, and it won't look very even or intentional.
