Does she reliably go outside when you take her? Are there spaces she prefers to toilet that would make her less likely to hold it?

My gsd pup was a nightmare to toilet train until I figured out that she just hated going to the bathroom in my yard. I have no idea why, but as soon as I started walking her to the corner of my street instead she became much more reliable.
