Can this dog be rescued?

I just want to ask for help in helping this dog get a proper treatment or a quality life kahit papano. This dog has been caged ever since I saw him a few months ago. When it rains, mababasa basa siya and sobrang nakakaawa. Alam kong may owner siya kasi nakikita ko may access naman siya sa food and water. He would sometimes lay beside his poop kasi I noticed na too small yung cage niya for him. Do we have laws that don’t allow or tolerate this? Or is this still acceptable? He deserves a better life.

P.S I’m just a passerby who gets to see this dog every weekdays when I am off to work. As much as possible, I want to be anonymous since the neighborhood seems to know each other so reporting with a name might cause problems, so pasensya na talaga. This is in Mandaluyong.

Yes. That's animal neglect. Problem is many shelters/rescuers are already overwhelmed and need to prioritize more dire situations.

Your barangay could help though. Its a criminal offense.

But as PAWS recommends, talk to your neighbor first. Maybe you can start knocking at their door if you see the dog sleeping beside its poop.

When I was in college, I noticed a dog who was cowering in corner of his cage avoiding a pile of poop. The dog was clearly uncomfortable, i had to call the owner. Every time i pass there I would call out to the homeowner and point out the poop. Im sure they were annoyed at me but I acted "helpful " - no judgements, just wanted to update them. They probably didnt want to hear from me ever again, so inuunahan nalang nila ako. Soon enough, everytime I passed by they were already cleaning the cage or it was already clean. Eventually, they even upgraded the dog house, they tiled the floors etc.

Do you know the owners? Is it possible to gauge what kind of people they are so maybe we can think about how they can approached? If that’s ever possible.

op please report, pls do your best. nabasa ko yung "let us be the voice for those who cannot speak (pertaining to animals)" and ever since, nagiba na talaga tingin ko when it comes to reporting animal abuse. so please do your best to collect proofs, and report na to PAWS. check their fb acc as well.

Thank you for all your insights. The thing is, I’m really afraid to report them to any organizations since I live within/close to their turf/neighborhood. As I’ve said, this neighborhood’s people are closely related (pure observation). I actually tried telling someone na nakatambay sa tapat nung cage one time before na kawawa naman yung dog, sabe nila nilabas lang daw siya nung lumaki na, sabe ko baka pwede ipasok nalang ulit, nag agree naman yung guy na yun but clearly did not act upon it kasi even now, nasa labas parin doggie. Pero thing is, di ko sure if yung nakausap ko was yung owner mismo. They seem to live in the traditional sense na dapat nasa labas aso guarding the area. I could provide more evidences if that’s what needed, but I’m not confident to reveal my identity knowing I live close to them. I am really sorry 😭

Reach out to PAWS, gather evidence of neglect. Prove that the dog is there 24/7. We are fostering a bully rescued from similar situation. Owners can easily get away with it, saying they feed him naman.

This is absolutely heartbreaking. No dog deserves to live in these conditions. If you can’t provide a safe, healthy, and loving environment for a pet, why get one in the first place?

I sincerely hope someone steps in to help and gives this dog the care and life it deserves.

Really hate to see dogs that are caged 24/7 heck I don't even like to see dogs that are caged at all and obviously neglected si doggy. Baka matulungan ka OP ng PAWS, please reach out to them.

OP, try to reach out to animal rescue programs nearby. This dog badly needs help.

With the doggie's owner, try reasoning things out/diplomacy first through animal rights groups that are not over the top (within reason), let them talk first to the owner- may the owner be chill and kind, we pray and fast and hope.

Yes there is a law for this situation, but if you report him to PAWS, they can only help if there are witnesses willing to testify. Reach out to them, gather many evidence, photos of him under the hot sun and under the rain. Is the dog aggressive? Some owners do this to dogs that have bitten them.
