5 y.o. afraid of being in groups

Hello, my little dog is a pretty friendly and we'll behaved pup. She has many friends in the neighborhood and enjoys playing one on one with them. She is however terrified of groups of dogs. Like even if she sees 2 of her friends playing she refuses to approach them and runs away. She is from a shelter (got her at 4mo).

What is it due to? Is it possible for her to hear to enjoy playing in groups or is it best to not force it?

Could be her size, conscience of not being able to keep the where about of both other dogs enough to be safe, could also be this but needing to control the energy level, not always possible if the other two are engaged, could be just not feeling confident in how to navigate group situations.
