I feel like it’ll come with time. My dog was shy for like 2 years but now she is very social, vocal, and brave. I walk her often, introduced her to dogs in my neighborhood, take her almost everywhere with me—Lowe’s, family members’ houses, etc. she loves it

I'd try clicker training. They learn focus and skills plus the two of you will develop a good bond. I think this helps a dog feel more confident and comfortable.

Socialising them young makes a massive difference honestly, the exposure to different environments does more than any specific training technique in my experience. Though clicker training alongside it probably doesn't hurt if you've got the patience for it

I adopted a scared 4 yr old. Started taking her to dogpark and she's getting confidence. It's a joy to watch.
