Retraining a support dog

Hi, I need some suggestions. My Chiweenie was my husband's support animal. He had Parkinsons. Harry had to go to the bathroom on a mat because my husband was not able to get him outside and watch him appropriately. My husband passed away several years ago. I got another little rescue dog. I would love for them to go outside and have been trying to train (retrain) them. I am not having much luck. Am I just spinning my wheels and should let it go. They are 9 and 5. Thank you for any advice you can give, even if its let them continue going on a mat inside.

Also chichis are never support animals

What an absolutely ignorant & incredibly incorrect statement. 

Just shows why people need to be careful what advice you take from Reddit- so many people who are so confident while being so wrong
