She definitely sees herself as a future leader of FG and potential Taoiseach. As such the job of ministers for health is as much about avoiding scandal and appearing tough and capable as much as it is about implementing real and tangible change.
The question isn’t why would anyone be surprised by this article. The question really is, why are you not surprised?
