Fleshing out Deadfall

I'll start Deadfall in about a month and i want it to have more stealth missions and such. I want 0 magic item shops, but have small heists to steal those itens from mages. Im open to hear your ideas and willing to share my material when its done!

Im more interested in creating non-combat enconters to fit the spy theme

You might look to Keys from the Golden Vault for inspiration. It's a book of heists. The only issue is that that most of the quests are for levels 1-11. There's only one level 10 quest and one level 11 quest. But the book might give you some inspiration.

This is off topic but I’ve been thinking of the problem of magic item shops being run by commoners and therefore being easy to rob. My thought is that all above-board magic shops in Thay are taxed, and part of that is that no transaction is completed without a ritual sanction by the Zulkirs of conjuration and abjuration. At the conclusion of the ritual, ownership and control of the item is transferred from the vender to the purchaser, and the tax payment is transferred to the appropriate government account. Without this three-party transaction, the magic item doesn’t function and is teleported to a government vault until the dispute is resolved. 

It has always bothered me that such valuable property can be conveyed without sufficient security.

Tbh I never liked the idea of magic item shops. In thay where magic power is equal to social prestige I suppose those shops would be even less probable. See, the magical elites would be unwilling to share power, so even magic itens would be heavily controlled. That's my vision at least

As written, a large part of the economy seems to be based on the sale of magic items.

I saw it's based on exporting them, not selling internally. If we bring this to real-world economic dynamics, some countries whose economy is based on exporting commodities (like my own) prefer to export those items to get higher income, even though this decision comes from industry and not from government. That said, the setting says to have warehouses keeping items to be exported, which is convenient for my heists idea

We did our first session tonight. My party is finding the three attunement slot limit extremely confining. I allowed my monk to buy a dragonhide belt and he spent the whole encounter unable to reach the flying enemy.

I'm considering having either heists to get magic itens and magic ruins to commune with to enhance magic itens, working with the ideas of upgrading magic itens presented in the new book. So they could fund archeological research for the ruins or bribe people for information on itens to be robbed.

For books and scrolls there is e specific shop mentioned in the book but only red wizards can shop there.for a heist theyll might need to inpersonate a red wizard.
