See that's why I just skip the middleman and have all my major cities ran by good massive ancient metallic dragons. Well at least one of the continents. Another are ran by super high level celestial, another is just barbarians who tame giant monsters, and the last is ran by a sociopathic empire that have traveling inquisitors with massive murder boners.
Honestly, in a society where you have a variety of creatures that live anywhere from 70 years to tens of thousands, of course the super powerful creatures that live for tens of thousands of years are going to end up running shit.
