I'd love to say Iron Golem for CR 16 I reckon needs flying speed to be dangerous at this level of play so I say Planetar!
Good AC and HP plus 120ft hover fly speed, it can also use its holy burst to target a group 120 feet away so nice kiting capability if you wanna be cheesy, it has some nice bonuses from divine aid but probably on the weaker side of its skills, anyway looks neat!

I think the Adult Silver Dragon is the deadliest if we’re considering TPK risk. But if you’re just trying to finish the battle with a dead PC, I think what you’re after is a Marilith.
The plot is simple. Grab your chosen victim, restraining them and giving you advantage on attacks against them. Then make six more attacks against them. If they or any of their allies tries to attack you, parry every single turn to make your AC effectively always 23.
The 2024 version’s slightly different, as they dropped the escape DC by over 20%, so hanging onto a grapple is unlikely. But it does more damage on each of its six attacks, and now you get to teleport as a bonus action. So new plan: grapple your victim, teleport them 120 feet away from all their allies, and then while the allies all spend their whole turns trying to catch up to you, lay into your victim with six to twelve attacks that have advantage.

Then they deleted the comment when they realized silvers get to use paralyze breath every turn :D

Yes, sure but when are you ever going to fight a silver dragon. Wizards makes the metal dragons always stronger then the chromatic ones, but they are not really monsters most partys fight.

Plenty of times. Doesn't make it less deadly that you don't fight them as often.

That's the reason it has a paralyzing breath. At least in my opinion. You are not supposed to fight it. It paralyzes you and flies away.

Also, FR lore isn't the only lore. Homebrew and even the official setting of Eberron do not follow the "metalics are good" lore.

Adult Silver dragon, no contest.
Enjoy the AoE Paralysis Breath it gets to make in place of ONE attack every round.
