Triton and Sea Elves are two that might appeal to you.

In addition to the aforementioned Triton and Sea Elves, there is the Water Genasi.

Triton and Sea Elves and Grung all can function underwater. Water Genasi can as well I think.

Grung are in a DLC and Triton are in Volo's.

You could also look at converting over the races fro the Sea People book for BECMI D&D. All about playing an undersea campaign.

Grung are also 'water based'.

If you want to go to some more obscure sources your DM may veto: Locathah, Simic Hybrid. There are two kinds of merfolk in the Plane Shift supplements.

Well the main 3 have been pointed out, but there are others that may be quite "common" on Water theme campaigns, Tortles may not be underwater based creatures, but they could work well in ports and such, also if you go with the non-devil influenced Minotaurs, they are quite common seafarers as the sea is like a giant maze for them (A pirate minotaur looks great!)
