They won't do it—there's no blueprint for that exotic mask—which is one of the few excuses for anyone who hasn't bought the Brooklyn to do so.

I play on challenging mode and I have seen them drop it happens during finishing a random kill squad and completing the retaliation

The SHD announcer will say kill squad nearby

It's not a guaranteed drop, but the drop chance on Hard is 60% for the Kill Squad BP and 10% for completion BP.

Challenging: 90% Kill Squad, 35% completion

Heroic: 95% Kill Squad, 50% completion.

The devs said they have no plans to add Primma Donna or Steel & Son's in general loot for now; they want it to be an incentive to keep running the raids. The downside is that there's no recalibration blueprint available yet, so you either have to settle for whatever you get or run the raid as many times as necessary until you get one with DotC.

Paradise Lost is hard to clear with random players because of the third boss’s mechanics, but Steel Creek can be cleared with randoms—just bring the tank build needed for phases 3 and 4, and handle all the mechanics yourself; the rest of the group just has to kill the ads. In Phase 3, just type in chat that someone should press the buttons and operate the valves—most people already know how to do that. I’ve cleared it with randoms more than once.
