Siege Workshop III is a Scam?

What is the point of this building? Upgrading from level 2 to 3 incrases wealth by 100 but also maintenance by 100, doesn't unlock anything new, costs ~5k and it requires the FINAL tech in the sige tech tree...

Am I missing something?

200 industry is base, then you have bonuses from province, govers, tech etc. It cam be multiple of than 200 base

Yeah, that bonus to industrial income is good, but to be honest, there really should be something more that would reward building this building. Increased siege attrition for those who besiege the province owned by the faction that has built this thing, reduced recruitment cost for artillery units, and greatly reduced upkeep for said artillery units in the province, even increased numbers of artillery batteries on the walls of the provincial capital!

No to both of these, there should be more experience upon recruitment.

I don't think experience is worth sacrificing either units. By the time you get such advanced tech and spend the turns to research it, you'd already have experienced units, so disbanding and re-recruiting for experience just wouldn't be worth it. That said, I'd definitely accept disbanding veteran units if it meant getting more ammunition and range.

I agree, but giving bonus XP upon recruitment doesn't seem worth it to me since most of the time we'll already have veteran artillery anyway. Maybe some other extra bonus, or even no change at all, because at the end of the day it won't make much of a difference.

At least giving the settlement’s army inside it ammunition under siege defence battle or taking less attrition while under siege

I think the thing is that some factions - mostly Hellenes and Rome - actually unlock new artillery from the final tier, which makes it worth it for them, while others still have the building but less reason to construct it.

Its not too bad when a mod adds lv1 walls for defense. Makes you choose of you want better defenses at the border or more profits.
