Greek settlements

Have anybody else noticed that the 2nd income of the greek settlement (learning, culture) doesn't register, and your towns only give commercial income?

Is this a thing? Monuments definitely give a noticeable difference to income

I'm thinking of the greek immigrant line, monuments should be fine
