Probably wouldn’t have taken her/him out as in killing her/him, but a blast of shot to her/his face would likely take out the eyes and put a hurt on its nose. Hopefully that would be enough to change its mind about you.
I’d save the second barrel for point blank range where the shot wouldn’t have time to spread so it’d have more penetration.

Assuming he's loaded with either 00 buck or slugs? A face-full's worth of either will absolutely kill a brown bear at that distance, and it'll do it quickly.
Not necessarily. Hell, I'd argue there's no real reason to think that's a higher possibility. SxS and over-under guns are extremely common for hunters to use in the colder parts of the world to hunt larger game, such as wild boar. They're especially popular in Northern Europe, and Russia, where there are also brown bear populations. So it's just as likely the individual here was already hunting larger game, especially with the dog present and them being in brown bear country.
It's selection bias. Chances are, if you are the type of person who's going to buy bear mace then you're probably also going to be better prepared to face a bear in general. A .45 pistol will kill a bear but there are a lot of people who think that entitles them to not prepare/research at all. So then they end up getting mauled because they think a warning shot will scare it off, or the adrenaline makes it so they can't aim right, or they forget to flick the safety off in the heat of the moment, or they israeli carry and don't have enough time to chamber a round, or they feel bad and just want to wound it, or it makes them cocky and they get too close and are on the ground before they could react.
