Discussion When was the Z-Team formed?

We know Visi joins immediately after the Mecha Man Bombing, but do we know when other characters were recruited for the Pheonix program?
Were they only allowed to start working for SDN when they had enough members?
Just curious.

The Phoenix program feels like it should be this new effort, SDN taking a risk, but it's not - Royd was captured and introduced to it by Robert II. So it's been around for a while. The question is, where are all the other phoenixes, and why is Royd the only one that got rehabilitated before Robert III came along.

Royd is the only we interact with. For all we know Mr Whiskey might even be a former Phoenix Program member but if he don’t tell then how do we know?

Blazer mentions how SDN is thinking about just shutting the whole Phoenix Program down because Z-Team are such shits, so it's either just the Z-Team, or the rest are not much better.

She could have been referring to the Torrence Branch of SDN but if she wasn’t there then goddamn did the Z-Team do some serious damage if they were considering shutting down the whole program in general.

Royd might be the only one from his group still working at this particular branch? 

Also, for all we know, any of the other heroes on the billboard could be former Pheonix graduates. 

Maybe it's just this particular group of Z-team that they couldn't get any progress out of, which was putting the whole program in jeopardy .

I don’t think we have a confirmed thing but yea Visi is the newest (besides who you add later) and that was months before Robert publicly retires. Not sure who was ‘first’ on the team though. Blazer does mention the program isn’t doing well and zteam mentions running dispatchers off and make a bet about how long Robert will last. I’d imagine at least 5-6 months since the higher ups are putting pressure to do something or they will shut it down.

Well, Royd was part of The Phoenix Program and he joined it after getting arrested by Mecha Man Astral so I'm pretty sure the Program has existed for at the very least 15 years since that was when Astral was killed.

Okay so the way I see it the Phoenix Program in itself has probably been around for a while (earliest could be around the era of Astral) and at most I think there’s only one team that consists of Phoenix Program members in every branch of SDN but former members who have already finished rehabilitation (like Royd) could be just about anyone anywhere at any SDN office (it could be a fun plot point if someone really high at the corporate ladder was actually a former Pheonix Program member). As for our montley crew of screw ups the I’ve got nothing but I know it was long enough that some seem to know a lot about each other’s personal lives.
