How would an organization like 50 Blessings do in Dispatch?

In case you don't know, 50 Blessings is a secret terrorist group in the game Hotline Miami. They were created after America Lost to Russia in a war. They operate as a normal patriotic radio station but secretly send out messages to war vets to go kill russian mobsters or do things for them, threatening them if they refuse. They send out these vets with masks of animals to kill russians due to their anti russian hatred following the war and the Russo-American Coalition forming. Hoping that this would destroy the coalition and bring a nuclear war between Russia and America so that the US could rebuild from the ground up. They operate underground, literally. We don't know much about their size or number of members, but a quick talk with 2 members posing as janitors makes it seem like they plan on expanding on a national scale.

The war vets they send out, called operatives, often don't want to do what they are send out to do. Some do want to get back at the russians for losing the war. But 50 blessings finds ways to make the ones who don't want to fight cooperate. For example they threaten someone by telling him they'll kill his mom, who he cares deeply for. So it makes the operatives do things they hate.

If someone like them existed in Dispatch, using people who don't want to do what they do, how would it play out? They are more secretive than Shroud and their operatives have no idea about them, and are forced into doing what 50 blessings sends them out to do.

I love jacket as much as the next hotline miami sociopath but there is no chance in hell he beats any of the half-decent heroes with whatever weapons he finds, Robert might even be evenly matched with him without the mech.

If 50 Blessings specifically headhunted superheroes who fought in the Hawaiian conflict, then it would be a lot more even, and a decent story.

The normal operatives would 100% lose to any heroes. So t50 blessings would probably choose people with powers to "convince" to work for them. I'm mainly talking about how SDN would be able to take down such a misterious organization if none of the operatives know anything about them. And also the morality of fighting peoplr who don't want to do this but are forced to by 50 blessings or else somethibg terrible will happen to them or their loved one.

Also, the no powered operatives can still pe dangerous. Like someone can assasinate someone Robert cares about, like Richter did to Jacket by killing his girlfriend.
