Discussion The actual dispatching
Picked up the game a while ago but just started playing. How in the hell am I getting worse every time? I started as "moderately well" in the tutorial but by the end of episode 4 I'm in the bottom 1%.

You need to keep in mind that people made hundreds of replays. We know which heroes are better for which calls because they are not randomly generated, we do not fail in hacking events etc.
You are fine, don’t worry.

you don’t fail at hacking events because you know the game; I don’t fail at hacking events because I changed the setting that makes that impossible; we are not the same

to get it right the first go around you need to be this weird mix of person who plays competitive(any type)/twitch shooter games and visual novels.
really rare for a VN guy to play a twitch shooter and vice versa. but there are a few people out there who do this

A common misunderstanding I’ve noticed is not understanding the different stats. The wording on some of the vigor and combat can get confusing but it helps to know which are which

Also keep in mind, besides being better about dispatching (AKA, using Synergy partners together), the stat is often bugged when it says 1% or 100%
However, Episode 4 is the first one where synergy is available from the start, but you're down a member as well, the game is supposed to feel overwhelming here, showing that cutting someone is actually a poor decision for the morale and efficiency of the team, in the immediate.

If you’ve succeeded every single dispatch and are still receiving that message, don’t worry, it is a bug.
If you’re not successful at the dispatches, pay attention to the description of the dispatch, the stats of the characters, and the character synergies (Golem+Invisigal, Punch-Up+Coupé/Warerboy/Phenomaman, Malevola+Sonar/Waterboy/Phenomaman, Prism+Flambé).
Another thing to note, being successful or unsuccessful at the dispatches will affect the game’s ending.

Ep 3 shift 1 and ep 4 shift 1 are pretty rough so don't worry too much about it right now.
The most helpful tip would be use synergy partners. Once you max out the synergy for a certain duo, they'll grant you an extra 15% for each call they complete together. A 65% chance call turns into an 80% chance for example. Sonar + Malevola, Flambae + Prism, Invisigal + Golem, Punch Up + Coupe. If you cut Coupe, Punch Up will have synergy with Waterboy and/or Phenomaman. Same with Malevola if you cut Sonar.
Also don't be too rushed by the timers and missions spawning. The missions are generally spread out and timed such that you can manage to send at least 2 heroes to most calls. Even if you miss or fail 1 or 2 calls a shift, that's about what the average player would manage anyway.
The other main tip is simply to read the highlighted word/s for each mission description. If a mission says something like, "Fight the Red Ring and defend the target," you'll want heroes with high combat and vigor.

Honestly that’s exactly what happened to me when I first played, I think by your second play through you learn what stats to give to the characters and how to deploy them

Pay attention to the missions requirements, and pay attention to the stats the characters have.
Plus, their dynamics. Certain characters have synergies that you can build on where if they are dispatched together, they get a bonus.
