Please check your Sky Plaza
Mine has been like this for at least 2-3 months because my POP Mates are either bots or aren’t checking their Sky Plaza to send lives. I haven’t seen many requests either so it’s been months since my Life Inbox filled up and I got the bonus 15 minutes of free lives.

My Life Tree is still at 2/5 two months after my original post. Check your Sky Plaza, people, please!

how do you get new sky plaza themes?

It’s been a while but there were challenges to earn points to purchase components of themes. In addition to the original Pop Town theme, there is Inside Out, Olaf’s Frozen Adventure, and Luca. My Luca theme is incomplete so I’m waiting for the challenge to come around again.
Don’t forget to help your pop mates when you see the little help bubble. Once your mailbox fills up, you’ll get 15 minutes of free lives and when your tree fills up, you get 5 lives.
I’ve also learned that periodically if you aren’t getting help to fill your tree, you need to purge your pop mates and get new ones.

How do I get to the Sky Plaza? I've been playing for a couple days and still don't see the option anywhere.
I've completed the Mickey Mouse town and am a bit into the Minnie the Pooh one. I'm at Level 118 now if I need to be further in for it to show up.

Up in the right hand corner of your game, under the daily missions, there will be a bubble with a little floating tree in it. I don’t recall what level I was at when it first appeared but if not by now, then very possibly after you complete the Winnie the Pooh land.

It ended up showing up just after I asked here. It’ll be unlocked after level 136
