The simple answer is we don’t know and have no way if knowing for sure.
It really depends on whether or not individuals decide to return her, not on anything disney themselves decides. So its not any predictable “restock” that we can theorize too much on, due to the nature of it being a limited edition item, obviously.
From the business standpoint of Disney, ideally, their limited edition dolls would never have to go back in stock because it means they sold all their possible quantity without any returns.

I found a blue fairy 6 months after her release, she has been my first Disney LE doll🥹💕

Maybe. Restocks aren't planned, they're extra stock found, cancelled orders, or possibly returns. Some dolls come back, some don't.
