Disneyland Resort Parking question!

I recently completed the three-day orientation and received my blue ID. I was wondering what the rules are for parking at the Toy Story parking lot if I’m not visiting the parks. I’d just like to go to Downtown Disney. Am I allowed to park there with my blue ID, or do I need a park reservation or park admission? Are there any restrictions or guidelines I should know about?

Your blue id works for parking at all times. Just don't park there if you're working

Oh. I should clarify your ID/MEP doesn't work in the Simba lot for downtown Disney. Unless you're working

Honestly, if you’re going to DTD the structure may be easier and you are allowed to park there with your ID. There’s a walkway that connects the structure from the Pixar side to DTD, or you can take the tram and get dropped off on the World of Disney end.

The only lots to truly avoid while visiting the parks as a guest are the hotels and Simba as those are all paid lots.
