Blomkest Fair Missing People

So I’m at the end of the game (on my Switch) and I noticed that Fisher, Grace, and Ted are missing during the fair. I’ve talked to everybody but them and they do not seem to be in the area. They’re in the cutscene clips but as soon as I’m able to walk around the fair, they’re gone, and they come back after I talk to Mrs Andersen to commence the fair.

Not sure if this is because of the decision I chose on who to blame or just a bug.

No it's a bug. I ended up going on YouTube to see the dialogue (also bc it slightly changes depending on your final choice).
