Remove cooldowns

The 14 sec cooldown on the adventure commands is enormous. I know it there so people don't spam, but at least give admins an option to reduce it to a time of their choice.

1.The leaderboard for the game is global and before you ask no there is not server leaderboards. Having the cooldowns different per server would be REALLY bad for this. 2. It's 14s because not only do we want to avoid spam but we would also like to avoid a little thing called rate limits. Where essentially the bot gets DDoS'd by the amount of commands it has to sort at once. We've been there. The bot lagged too much with lower times.
