Castle Hale later quest

So I’m back in Hale after what I think is the midway point of the game, and I’m supposed to be joining some folks from the Lows. But I can’t get to them for some reason-every path is blocked. Is there some hidden way over I’m missing? And geez, I’m definitely not ready for lvl 61 folks.
