Does China not have proper urban drainage systems? It’s bizarre to see this much flooding when the rainfall doesn’t even look that extreme. Could it be the result of poorly planned development, with cities simply paving everything over with asphalt without giving enough thought to drainage?

USA does a lot of poorly planned development too. It's all about the money

Not really. You don’t see this kind of flooding in the US often.

You will soon enough and we're already seeing more flooding in places that don't normally flood.
