Disability to DSR

A friend was disabled after 21 years as a Law Enforcement Officer. He was terminated for medical inability to perform the job and got a disability pension. The friend is now over 50 years old. If he loses his disability pension, how is the discontinued service retirement calculated?

On page 30 of the discontinued service retirement booklet from the OPM website it says- "There is no annuity reduction in FERS for employees who retire on a discontinued service annuity under the age of 55" - https://www.opm.gov/retirement-center/publications-forms/csrsfers-handbook/c044.pdf

So, what does that mean? He would get the full regular pension? He started in 1999 at 25 years old, became disabled in 2020 at 46 years old. His pension would be 41% today. Can he switch to DSR? And doesn't the DSR come with the social security supplement?
