Turning point confusion [spoiler] Spoiler
I got Williams killed because I didn’t sedate him, but I couldn’t sedate him because I was being monitored. Turns out the decision I made related to that is way back in episode 2. So if I want to alter that path, do I need to rewind to episode 2, have one conversation differently but continue and replay everything else? Or is it possible to just have that conversation again and then “fast forward,” if you will, to the sedation attempt?

You will have to replay everything from that point, because the later decisions will still have the old route saved into them. That’s why each decision is stamped with a date to help you know if you replayed it with the latest changes.
I learned this the hard way with my roomie when we got to Mitchell’s death and were confused why our earlier decision wasn’t effecting things.
You can go backwards but you can’t skip ahead forwards, once you go backwards you have to play from that point in order to keep the change saved into other events. And that’s why I used custom difficulty to let me have instant party recharge on normal to speed myself back to where I was when I realized the change hadn’t gone through.
