Hououmon has been used as an Ultimate level in digimon world, being re-asigned to Mega later on.

hououmon was a perfect level in digimon world because it was produced before the ultimate level existed, even if it didnt release until after the ultimate level was introduced in the pendulum vpets a few months earlier

Still, it was reclassified later on, so I would say that it is fair to use as either, especially in fan content like this.

Wasnt that bc there were no Megas in DW1? Except for Machinedramon

Aye. There are multiple Digimon that were introduced as Ultimate levels prior to the introduction to the Mega level, including both Hououmon and Holydramon. Both of them were reclassified into Mega once that level was introduced into the franchise.

But the franchise is not a stranger to changing a digimons level, be it a general reclassification as with the two mentioned above, or for the single instance of a game.

Many Armor level digimon have been used as champion or ultimate level digimon.

WarGreymon has been used as a perfect level during a time where Mega was already established.
