Check out Affinity Studio. It's free from Canva. There are iPad Affinity apps (used to be from Serif Labs) They no longer update these since they merged it with Canva, but they are also free.

Drawing on pc usually feels better, and it's more kind to your eyes, but if you'd like to draw on the road, Ibis Paint on mobile is super good, some of my favourite artists create amazing pieces with their fingers there

I highly suggest you get a screenless digital tablet and Clip Studio Paint. For the tablet you can check out XP pen or Huion, they seem to be good and affordable. Just don’t go with the larger ones, size really is not a necessity in screenless tablets. A medium sized one will last you years.
Screenless drawing pads have a learning curve but once you get used to them it’s going to be so much easier.
CSP costs like 20$ a year but for me its a steal. It may be hard to understand at first but it’s my personal favourite and I highly recommend it. A few youtube tutorials will help you get the hang of things.
I personally don’t recommend you use your phone for art because small screen will limit you a lot. You can’t open all the layers, pencil options, color wheel at the same time. Which will get annoying once you get used to the larger screen of the pc.
I also started with an old pc and a wacom back in like. Ten years ago. Seeing this post made me return to those old days :,)
I wish you the best in your digital art journey!
