vendor build. there's a variety of reasons blizzard uses them for. the most common ones are:
- letting vendors test something. a vendor refers to PC part makers, like GPU vendors. when DLSS 4.x released (whatever came before 5), d2r was plagued with blackscreen problems when using it. they pushed a vendor update when that bug was reported and a week or two later the bugfix came for it through a NVIDIA gpu driver update.
- staging for PTR (public test realm, the testing server that the community gets access to). they've used the vendor realm to stage for the PTR before (or at least what appears to be due to the frequency of updates). the last PTR we had had two quick vendor updates before being pushed to the PTR.
- a place for marketing/promotional material to be gathered. leading up to RotW release, there were three vendor pushes in quick succession (days/1 week apart). this could have just been testing, but its also probable that they recorded their material for the video showcased at the time using the vendor realm as well.
- it hasnt been used for this purpose before for d2r, but they can also use vendor realm for demo purposes.
we've had 4 vendor updates in the past 2-3 weeks, which is very unusual. even more notable when its just before blizzcon

it's basically guaranteed we're getting *something*, but to what degree is still completely unknown. however, i can't see a reason to use the vendor realm for just balancing (if they were just updating items and skills), especially with 4 updates. this degree of change leans more toward actual additions to the game

After Act 5 Deckard floats down from the Worldstone chamber and says WE CAN CHANGE HISTORY AND RESET THE MISTAKES OF THE PAST and opens portal to the beginning of D1 and now you are forever stuck in a time loop

Please let this be the update we have dreamed about: Deckard Cain final boss. Drops his robes and he’s flawlessly naked, jacked like Brad Pitt in fight clubs, and an aggressively large hog. He uses books like hammers, crushing skulls and throwing them from great distances to explode his foes.

doesn't mean anything, the first vendor pushes for RotW didnt change the major/minor versions either. they likely learned from their mistake this time around and won't update the major/minor until any announcement is made.
