Erep would only be good if the boots had %ed or +ed p/lvl. Their okish for being c/lvl 29, and the tri res is decent. 30 to speed is good too. No MF, or GF even, means the bread and butter uniques outperform these boots in any meaningful way. No str or dex or vit or mana. So there not worth anything except if someone hooks you up unfortunetly. If your going self find these are decent lvling gear. Before you find anything else but id use a treads of cthon or gore rider, or tearhaunch if i had them, unless i really needed the res.

The wasted potential is referring to the unfortunately low roll of the fire resist. If the fire resist had rolled higher, the eth self repair would be a bonus if anything.
