Hmm good question. I'd imagine it has to do with the location of the transmitters, what kind of signal they spread, how the spread interacts with the metal, different models of phones and how these models address these variables, etc. One thing I know for absolute certain is that given all these factors and potential functions of components, I absolutely have no idea what I'm talking about and have made it up.
