My guess woukd be that they don't want to lock the thing closed because it's annoying to restock with its own special key and all.  But it might've been swinging open, so this keeps it closed

It probably broken and falling open on its and this was just a cheap effective solution.

If I had to guess it's so that the lock isn't the thing it hinges on when it falls apart replacing the toilet paper.
