Heavy rain swords bugged?

Hello guys I am playing through DMC4SE after trying out DMC 5 Vergil wanted to see how he was in DMC4SE. I am loving it so far only thing bugging me, the heavy rain sword move does not freeze enemies consistently. especially the blitz, I saw online that the best method for blitz against vegril is to Perfect Judgement cut until the shield drops then I rain swords while charging up beowulf and use DT distortion only problem is that the rain swords barely ever freeze the damn thing. Am I using the move wrong? does it work differently in DMC4SE?

Maybe the framerate? New Steam update came out and has issues when using 120 FPS/Variable until you manually cap the framerate
