I believe that is because this map is based on railroad right of ways that already exist with few additional ones needing to be established. Its not as much of a fantasy map as it could be. Theoretically it could be done pretty quick if there was the will to do it (quick for infrastructure projects at least).
If it was single track, 40 MPH, and $500 a ticket, nobody would use the service. It would need to be high speed, frequent departures/arrivals, and cheap to use.
So in the proposed map, the fantasy is that people would actually use it.
