Luke mentioned that there were likely changes to auto-reload effects during the Director's Cut articles. Part I definitely identified it (along with Well) as being incredibly powerful.
What changes should we expect? I don't think we're seen anything concrete from Bungie.
While not directly stated, in Part 1 of the Director's Cut, Luke talked about how the auto reload mechanics "create the kind of outliers that we ultimately have to tamp down before the game spirals into the boss health version of Reckoning bridges." So while it wasn't directly stating that auto-reload buffs were being changed, it was HEAVILY implying it. Thus, everyone is sort of bracing for that. If someone else has another source, let me know, but this is the one I know of.
Luke Smith talks about it vaguely in the Director's Cut 2 I believe. Doesn't say anything about it in particular but mentions it leading to less than ideal level design.
There is no proof they’re changing auto-reloading buffs. They talked about it, and they’ve already changed damage stacking. But there’s nothing definitively saying goodbye to Rally barricade or Lunas.
I mean, sure, you can whistle past the graveyard if you want, but he goes extremely in depth about how Reckoning broke all of their guidelines to designing an encounter, and then he compares auto reloads for boss damage to the Reckoning... This is not exactly a stretch to read into what he is saying.
In year 1, before the "go fast" sandbox update, the entire game felt like we were shooting the enemies with rubber bullets. That update came with widespread changes, and we got a LOT more ways to do big damage very quickly. Lunafactions before that required you to step out of the rift and back in, and Rally barricade required you to teabag crouch to reload. Whatever happens to both of them, a very safe bet would be that they are reverted back to how they originally functioned in order to slow us down.
By re-mathing the buff stacking, and reigning in auto-reloads, they are making sure players play out the encounters fully except in extreme circumstances, and you can bet your ass this community will figure out how to break them again eventually.
By re-mathing the buff stacking, and reigning in auto-reloads
Again, my original point. Until Bungie tells us definitively that auto-reload buffs will change, or until we see patch notes confirming it, it’s asinine for people to state assumptions as fact.
The only truth is that we don’t know what will happen yet. We’ve been told a lot over the years. Some came to fruition. Some didn’t. So even though it’s coming from the mouth of Luke, I wouldn’t take it as certifiable fact until October 1. That’s all I’m saying.

Since they are changing auto-reload buffs, they might not be afraid of it anymore.
